Officers Negotiate with Suspect Holding Toddler for 90 Minutes

GREELEY, Colo. – On Tuesday, January 3, 2023, at 2:53 p.m., Greeley Police officers were dispatched to a home in the 900 block of 31st Avenue reference a domestic violence assault that had taken place earlier in the day.

The officers contacted the victim who fled the home during the assault to report it nearby. The victim was forced to leave her toddler-aged child with the Suspect, who is the child’s father, when she fled. The suspect, later identified as Jose Santisteven, was last known to be in the home on 31st Avenue.

Due to safety concerns for the child and because officers believed there was multiple weapons on the property, a perimeter was established around the property. Officers attempted to contact Santisteven via verbal commands, an unmanned aerial drone, and a robot equipped with a camera; with no success. The community was simultaneously asked to avoid the area for their safety in social media posts during the incident.

Officers then made entry to an adjacent workshop at which point Santisteven attempted to flee on foot, with his child in his arms, but was quickly cornered by officers. Members of our Patrol Unit and Crisis Negotiations Unit (CNU) negotiated with Santisteven for nearly 90 minutes while he refused to put his child down. Officers were eventually able to convince Santisteven to release the child and peacefully surrender. He was then taken into custody without incident.

The Victim, child, officers, and Santisteven were not injured during the incident. He was transported to the Weld County Jail and booked for:
– Assault in the Third Degree,
– Domestic Violence
– Robbery, a Felony
– Theft, a Misdemeanor
– Violation of a Protection Order x4
– Child Abuse, a Misdemeanor
– Reckless Endangerment, a Misdemeanor
– Obstruction
– Possession of Schedule II Controlled Substance
